Sorry for possible misunderstanding. it's must be in public.
in another way, you can edit
/wp-content/themes/thegem/404.php
It's template just copy it to the child theme.

How can I copy it to the child theme?
Install child theme, just copy this file via FTP and edit it there.
Path will be:
