I am trying to change the background colour, but each time I press save i get the following error message
"TheGem's styles cannot be customized because file "/home/allkitc7/public_html/staging/wp-content/themes/thegem-child-20171022/css/custom.css" cannot be modified. Please check your server's settings. Then click "Save Changes" button."
I have changed file permissions, but this still doesn't help. Can someone point me in the right direction please.

I managed to get this working. I needed to use the child theme that was originally supplied instead of using a child theme creation plugin.
