I purchased TheGem theme from themeforest and I would like to test and create on it on my local machine first, before uploading to a server. My question is about the activation: If I activate the theme on my local machine first, will I be able to transfer the activation to the server, or will the purchase code be consumed in a one time use in my local setup? If the latter, is there any way to fully test and work on the plugin locally without activating it?

Don't worry, you can have unlimited installs in the local hosting also you can have 1 online dev copy.
