This type of menu is only available when using the TheGem theme Header Builder. To add this menu type to the Elementor Pro plugin, you need to make changes to the Elementor Pro plugin, which is impossible, as we aren't the developers of this plugin.
My Second question is regarding the Header Customization My client want header like this https://app.screencast.com/pPPXuU7zR0hL3 when click on Menu icon a Canvas Menu will be open like in Perspective Style. I have designed header in Elementor but can't able to apply perspective menu can you please provide me help regarding this If it need some customization can you please provide me a little customization in theme.
1) You cannot use both TheGem theme templates and Elementor Pro plugin templates on the site at the same time.
If you use the Elementor Pro templates, the functionality of the theme templates will not work.
2) Unfortunately, you will not be able to use the TheGem theme menu in Elementor Pro templates, for this you need to make changes to the Elementor Pro plugin, which we cannot do as we are not its developers.

1) Can you please tell me how can I activate Perspective Header on my website.?

You need to disable the use of Elementor Pro templates on your site.
Or just temporarily disable the Elementor Pro plugin.

I've already told you that you can't use theme templates and Elementor Pro at the same time.
The header on this page is displayed correctly if you disable the Elementor Pro plugin.
